Separate publication from legal timing
Record the article publication date, document issue date, stated effective date and date of your transaction separately. These can differ. A “recently updated” label does not establish which rule governs something that happened earlier.
A verified historical example is the 2024 amendment bringing the Housing Law and Real Estate Business Law into effect on 1 August 2024. The practical lesson is to trace amendments rather than rely only on the original law’s date field.
Give each document a supported status
Use working labels: described as a draft; issued with effectiveness to check; stated effective date reached; later amendment or replacement to examine. These organise your notes, not certify that the entire legal history has been reviewed.
If an older article calls something a draft, record that dated description. Check subsequent official developments before relying on it today. Do not upgrade it to enacted law, or insist it remains a draft, without checking what happened next.
Identify the people, place and transaction
Read the covered people, scope and conditions alongside the passage quoted in the news. Ask whether it concerns tenants or owners, new transactions or pending cases, public property or another category, and which location. A general headline cannot settle all projects.

Build a traceable status ledger

Retain the older document and link the newer one instead of overwriting history. Mark only what you actually checked. Updating a HAVO link or interface does not turn all legal content into a new professional review.
Turn a headline into an answerable request
Replace “Does the new law help me?” with “For [transaction type] in [location], with paperwork dated [date], which documents should be read together and what information is missing?” Keep identifying details out of the initial question; an adviser can request necessary material privately.
Record an action: obtain the full text, compare a clause, clarify scope or arrange advice. An open question is better than independently changing payment commitments, ownership assumptions or expected fees because of a short news item.
